Citizen's Account Program (Hisab Al-Muwaten)
The Citizen's Account Program (Hisab Al-Muwaten) is a Saudi government direct cash transfer program that compensates eligible Saudi households for the financial impact of energy price reforms, VAT, and other fiscal adjustments made under Vision 2030's Fiscal Sustainability Program. Launched in December 2017 and supervised by the Ministry of Human Resources and Social Development, it deposits targeted monthly payments directly into beneficiaries' bank accounts, with amounts calculated from household income, size, and dependents' ages. The program is fully government-funded and, as of January 2026, provides support to more than 9.8 million Saudi citizens (roughly half the population), with total disbursements since inception exceeding SAR 265 billion.

Payment amounts are not fixed; they are calculated via a benchmark allowance formula comparing total household income against an eligibility threshold, factoring in household size and the ages of dependents. As of January 2026, the average payment per family was SAR 1,474, with SAR 3 billion disbursed to 9.8 million beneficiaries in that cycle alone. Eligibility is generally limited to Saudi citizens (heads of household and their registered dependents) who reside permanently in the Kingdom; spending more than 90 consecutive days abroad within a year can jeopardize eligibility. Applicants register online via the official Citizen's Account portal (eservices.ca.gov.sa), selecting 'New Register' and creating an account using their National ID number, date of birth, and mobile number (verified by SMS). The head of household then completes a profile with marital status, dependents, residential address, employment details, income sources, and IBAN/bank account information, and submits the application for review. Applicants can track status and eligibility results online or via SMS notifications.
