Enra (Individual Support Distribution / "Enra Jen Lale Rara")

Impact Regions
Marshall Islands

Enra is the Republic of the Marshall Islands' national universal basic income program, paying a flat, unconditional quarterly cash benefit (about $200, roughly $800/year) to every Marshallese citizen residing in the country, including children. It launched officially on November 26, 2025 and is administered by the Marshall Islands Social Security Administration (MISSA), with fiscal oversight from the RMI Ministry of Finance. The program is funded from the Compact of Free Association Trust Fund for the People of the Republic of the Marshall Islands, capitalized mainly by the United States under the renewed 2023 Compact agreement - a fund whose origins are tied to the US strategic/military use of the islands, including historic nuclear testing. Recipients can receive payments by paper check, direct bank deposit, or a government digital wallet (Lomalo) holding a US Treasury-backed stablecoin (USDM1), designed to reach unbanked residents on remote atolls.

Benefit details

Each eligible citizen receives a flat quarterly payment; the first, issued Nov 26-27, 2025, was $201.92, totaling roughly $800/year. Recipients choose paper checks, direct deposit (Bank of Marshall Islands, Bank of Guam, or Pacific Regional Bank), or the government's Lomalo digital wallet holding USDM1. The digital wallet option targets unbanked residents on remote outer islands. A related but separate program, the Extraordinary Needs Distribution (END), channels additional community-level funding to outer islands with acute needs.

Application Process

How to apply

Eligible citizens register directly with MISSA, which serves as Enra's system of record for eligibility and enrollment. Registration requires supporting documents proving Marshallese citizenship and residency. MISSA periodically opens and pauses registration windows around each quarterly disbursement. Once registered, citizens select their preferred payment channel.

Selection process

There is no competitive selection; every citizen who registers and is confirmed as a resident Marshallese citizen is automatically entitled to the benefit. MISSA verifies citizenship and residency documentation. No means-testing, application scoring, or waitlist process has been reported.
