Guaranteed Income Program (GIP) / Guaranteed Income for Caregivers
NCJW|LA's Guaranteed Income Program (GIP) was a micro-pilot providing 12 randomly-selected, female-identifying care professionals (caregivers for the ill, disabled, children, or aging) with $1,000 a month, unconditional, for one year. It aimed to expand the social safety net for low-wage women in the care/healthcare economy who earned an estimated 50-80% of area median income. The pilot was privately/donor-funded and evaluated by the University of Pennsylvania's Center for Guaranteed Income Research (CGIR). It concluded in 2022 and was the first of several guaranteed income pilots later run by NCJW|LA.

Participants received $1,000 per month for 12 months with no restrictions on how funds could be used. NCJW|LA also offered participants optional virtual access to a support network of fellow caregivers and mentors; participation in these events was not required. Sources conflict slightly on exact dates: CGIR's site says the pilot 'launched' in December 2020, while NCJW|LA's own program page shows applications open through April 2021 with participants notified in April/May 2021, and the Basic Income Pilots database lists disbursements running July 2021-July 2022.

The pilot was evaluated by the University of Pennsylvania's Center for Guaranteed Income Research (CGIR), which studied the interplay between cash assistance, income inequality, gender dynamics, and care work. The Basic Income Pilots database lists the study as not a randomized control trial (RCT) while CGIR's own site describes the 12 participants as 'randomly-selected'; no separate control/comparison group was identified in available sources. No standalone published findings report specific to this pilot was located as of this research.

Applicants applied through an online application (available in English and Spanish) during an open application window through April 18, 2021. Twelve applicants were then chosen at random from the pool and notified in April/May 2021 to join the cohort.
