Klere Chimen
Klere Chimen is Haiti's flagship unconditional cash transfer safety net program, launched in 2021 by the Ministry of Social Affairs and Labor (MAST) with World Bank (IDA) financing under the PSARA (Projet de Protection Sociale Adaptative pour une Résilience Accrue) project. It provides monthly cash transfers, delivered mainly via mobile money, to the most vulnerable households identified through the national social registry (SIMAST) in Grand'Anse and, since 2024-2026, in the South department. Eligible households include those with a child under 5, a pregnant or breastfeeding woman, and/or a person with disability. The program is implemented in partnership with the World Food Programme (WFP) and supported by the World Bank and Swiss Cooperation, and includes complementary measures on health, nutrition, hygiene, and financial inclusion.

Households receive a monthly transfer equivalent to USD 40 if they include a child under 5 and/or a pregnant or breastfeeding woman, OR USD 40 if they include a person with disability. Households meeting both conditions receive USD 80/month. Payments are made primarily through mobile money wallets (e.g., MonCash); households without access to a mobile wallet can withdraw funds at partner bank service points. A supplemental transfer may be paid directly to a household member with a disability if they are capable of managing funds themselves.

Target population is the most vulnerable households in Grand'Anse and South department communes, identified through a multidimensional vulnerability survey and scoring tool administered by MAST's social registry (SIMAST). Being on the initial SIMAST vulnerability list does not guarantee selection; final beneficiaries must also have a child under 5, a pregnant/breastfeeding woman, and/or a household member with disability. Selection is fully computerized with no ability for community leaders or officials to influence outcomes.

The World Bank and MAST conducted and publicly disseminated an impact evaluation of Klere Chimen (results workshop held March 2, 2026); participation in evaluation data collection/surveys is part of program monitoring but is not described as a strict condition for receiving benefits.
Application Process
- How to apply
Not an application-based program. Households cannot proactively apply; they are identified through door-to-door surveys and the SIMAST vulnerability scoring system, and final beneficiaries are selected computationally from that list based on eligibility criteria. Households who believe they were surveyed but wrongly excluded, or were never surveyed despite likely eligibility, can contact MAST 'points focaux' in their commune or call the free hotline (8808) to file a complaint.

MAST's information system (SIMAST) conducts household surveys across targeted communes in Grand'Anse and the South, then applies a vulnerability-scoring tool to rank households and generate a preliminary vulnerable-households list. From that list, Klere Chimen applies additional eligibility filters (presence of a child under 5, pregnant/breastfeeding woman, and/or person with disability) via a computerized process to determine final beneficiaries; community leaders and local officials have no ability to influence selection.
