In 2023 Taiwan's central government distributed a one-time, universal cash payment of NT$6,000 to every household-registered citizen, eligible permanent residents, and qualifying foreign spouses, funded entirely from a NT$450 billion tax revenue surplus (NT$140 billion of which was earmarked for the payout). It was administered jointly by the Ministry of Finance, Ministry of Digital Affairs, and Executive Yuan via the 6000.gov.tw platform, with no income, age, or need-based eligibility criteria. Recipients could claim funds through online bank registration, ATM withdrawal, post office pickup, or automatic direct deposit if already receiving government pensions or benefits. It followed similar past one-time nationwide payouts: the 2009 NT$3,600 Consumer Voucher (issued as physical shopping vouchers to counter the Great Recession) and the 2020 Triple Stimulus Voucher (NT$1,000 paid by citizens redeemable for NT$3,000 in vouchers, to offset COVID-19 economic impact).

Benefit details

Every eligible person received a single flat payment of NT$6,000 (~US$196 at the time), regardless of income, age, or need. Registration to designate a bank account opened March 22, 2023 (staggered by the last digit of national ID number for the first five days), with claims accepted through October 31, 2023. People already receiving government pensions or subsidies (e.g., labor insurance, farmer pensions, disability living allowances) received the money automatically with no application needed. As of the October 31, 2023 deadline, over 23.48 million people (99.7% of the estimated eligible population) had claimed the payment.

Payment was universal for R.O.C. nationals with Taiwanese household registration, government personnel stationed abroad and their spouses, foreign/mainland Chinese/Hong Kong-Macau spouses of R.O.C. nationals with residency, and foreigners holding an Alien Permanent Resident Certificate. Babies born in Taiwan between October 1 and December 31, 2023 to an eligible parent also qualified. Migrant workers, most foreign students, and Employment Gold Card holders (unless married to a national) were excluded. Nationals who had moved their household registration out of Taiwan had to restore it before October 31, 2023 to qualify.

Application Process

How to apply

Individuals (or a proxy) registered a receiving bank account online at 6000.gov.tw using their national ID or resident permit number, financial institution, and account number; the first five days of registration were staggered by the last digit of the applicant's ID number, after which registration was open to all. Alternatively, people could skip online registration and withdraw cash directly at a designated bank ATM using their ATM card plus ID and National Health Insurance card numbers, or collect cash in person at a post office counter with ID/NHI card. Residents of three remote townships without ATMs or post offices could register and collect cash at local police stations. Those already receiving qualifying government pensions/subsidies received the payment automatically with no application required.

Selection process

There was no competitive selection; the payment was universal for anyone meeting the fixed eligibility criteria (household registration, qualifying residency, or eligible spousal/dependent status), verified automatically against government ID, household registration, and immigration/residency databases upon registration or claim.
