Program Keluarga Harapan (PKH)
Program Keluarga Harapan (PKH) is Indonesia's flagship national conditional cash transfer program, run by the Ministry of Social Affairs since 2007, that supports poor and near-poor households (Keluarga Penerima Manfaat, or KPM) identified through the government's integrated social-welfare database (DTKS/DTSEN). Eligible households receive cash tied to having a pregnant/breastfeeding woman, a child aged 0-6, a student in primary through secondary school, a senior aged 60+, or a person with a severe disability, conditional on using health, nutrition, and education services. It is funded entirely by the Indonesian state budget (APBN) and currently reaches roughly 9-10 million families nationwide, disbursed in cash tranches onto a Kartu Keluarga Sejahtera (KKS) bank card issued by state banks (Bank Himbara). PKH is supported by a nationwide network of social-worker facilitators (pendamping PKH) and is often bundled with Indonesia's non-cash food assistance (BPNT/Kartu Sembako) and subsidized health insurance (PBI-JK). Families are subject to periodic re-verification and a graduation policy that caps most components' participation at roughly five years, with elderly and severe-disability cases exempt from the cap.

Under the documented Kemensos benefit structure (in effect since 2019), each KPM household receives a flat annual 'Bantuan Tetap' of Rp550,000/family/year (Rp1,000,000/family/year in remote 'PKH AKSES' areas), plus a per-person 'Bantuan Komponen' for up to 4 qualifying family members: Rp2,400,000/year each for a pregnant woman, a child aged 0-6, a person with severe disability, or a senior citizen; Rp900,000/year per primary-school (SD) student; Rp1,500,000/year per junior-high (SMP) student; and Rp2,000,000/year per senior-high (SMA) student. Applicants must not be active civil servants (ASN), military/police (TNI/Polri), or pensioners drawing a fixed state salary, and must not have income above the local minimum wage as recorded in BPJS Ketenagakerjaan data. Recipients must use funds for health, nutrition, education and social-welfare purposes and fulfill conditionalities such as health checkups, school attendance, and monthly family-development group sessions (P2K2).

Prospective beneficiaries (or a relative/neighbor/village official on their behalf) can register through the government's 'Cek Bansos' mobile app by creating an account with KTP/KK (ID card/family card) data, uploading a photo of their ID and a selfie holding it, and selecting the 'Daftar Usulan' menu to propose themselves or a family member. Alternatively, applicants can apply in person at their village or sub-district office (Kepala Desa/Lurah) with their KTP and KK; the proposal is then discussed in a village/sub-district deliberation (musyawarah desa/kelurahan) before being forwarded to the local Social Affairs Office (Dinas Sosial) for verification.
- Selection process
Village/sub-district officials input proposed households into the SIKS-NG data system, which draws on the national Data Terpadu Kesejahteraan Sosial (DTKS)/Data Tunggal Sosial Ekonomi Nasional (DTSEN) database. The local Social Affairs Office validates household data, which is passed through the Bupati/Walikota (regent/mayor) and Governor to the Minister of Social Affairs for finalization of the DTKS. The Directorate of Family Social Security (Direktorat Jaminan Sosial Keluarga) then matches candidate households against PKH's health, education, and social-welfare component criteria before formally enrolling them as KPM and assigning a social-worker facilitator (pendamping PKH).
