Red de Oportunidades
Red de Oportunidades is Panama's national conditional cash transfer program, run by the Ministry of Social Development (MIDES), that provides families in extreme poverty (especially in rural and indigenous comarcas) with a monthly stipend in exchange for meeting health and education co-responsibilities. Households are identified through geographic targeting of the poorest corregimientos combined with a proxy-means-test poverty score, removing subjective selection. Funded entirely by the Government of Panama, it has run continuously since 2006 alongside sister programs like 120 a los 65 and Angel Guardian. It pairs cash transfers with family accompaniment and local infrastructure investment aimed at water, sanitation, electrification and roads in extreme-poverty corregimientos.

Households receive a flat US$50/month per family (one transfer maximum per family regardless of number of children), historically disbursed bimonthly and standardized to a quarterly payment schedule in 2017. Payment is made to the female head of household where possible via 'Modalidad Fija' (Banco Nacional de Panama branches in 438 accessible corregimientos) or 'Modalidad Movil' (payroll-style cash payments, cash dispensers since 2011, and biometric system since 2011 across 102 hard-to-reach corregimientos). Recent cohorts are paid via the Tarjeta Clave Social debit card. Misuse of funds triggers a warning, and repeated misuse results in loss of program eligibility.

Prospective beneficiaries complete and sign a program application (solicitud de ingreso) and the Ficha Unica de Proteccion Social, either on their own or via a representative, submitted through MIDES/Red de Oportunidades offices. Required documents include a copy of the applicant's and legal representative's cedula, a sworn declaration of no assets/income, proof of residence (utility bill or note from a local judge/corregidor), current school enrollment/report card for school-age children, a perinatal card for pregnant women, a vaccination card for children under 5, and a disability certificate if applicable.
- Selection process
Selection uses pure geographic targeting: poverty maps (built from Censo/Encuesta de Vulnerabilidad Social data) identify the corregimientos with the highest incidence of extreme poverty. An econometric Proxy Means Test model, developed with Panama's Ministry of Economy and Finance, the World Bank, and the IDB, scores households on socioeconomic variables from a 75-question survey (none of which ask about political party, ideology, or religion). The information system automatically generates beneficiary lists from the model's poverty-probability output, so MIDES states no subjective selection of beneficiaries is possible. Approved households are entered into the Registro Unico de Beneficiarios (RUB) and must be recertified every 3 years.
