Tayssir
Tayssir is Morocco's national conditional cash transfer program, launched in 2008 by the Ministry of National Education, that pays a quarterly stipend to low-income families to keep children enrolled in rural primary schools and in lower-secondary (collège) schools nationwide. Eligibility is based on residing in a zone covered by the National Initiative for Human Development (INDH) or the guardian holding a valid RAMED/AMO Tadamon poverty card, increasingly verified through Morocco's Unified Social Registry (RSU). Payments (60-140 MAD per child per month depending on grade level) are conditioned on regular school attendance and limited grade repetition. The program is funded by the Moroccan government and operationally administered by CDG Prévoyance/CNRA.

Payments are disbursed three times per school year (roughly January, April, and July), covering the effective school months of September through June. The monthly amount rises with grade level: 60 MAD for grades 1-2, 80 MAD for grades 3-4, and 100 MAD for grades 5-6 of primary school, and a flat 140 MAD/month for all years of collège (lower secondary). A maximum of three children per household can be enrolled simultaneously. Payments are suspended for excessive unexcused absences, expired eligibility documents, transfer to an ineligible school, or a change in guardianship status.

Eligibility is increasingly determined by a household's score in Morocco's Unified Social Registry (RSU) following 2022 targeting reforms. A child who has repeated more than once in the same cycle, or who advances to lycée (secondary/qualifying education), loses eligibility. Guardians who receive the separate DAAM widow-support benefit cannot also receive Tayssir.

Guardians register online at tayssir.cdgprevoyance.ma, a platform available 24/7 with real-time eligibility checks, SMS/email notifications, and payment history; alternatively they can register in person at any Cash Plus agency (CDG Prévoyance's proximity network) by presenting the guardian's national electronic ID card (CNIE), the student's Massar (school system) ID number, RAMED enrollment number if applicable, and a sworn declaration or guardianship certificate if the applicant is not the child's parent. Registration through school principals, once common, has largely been phased out since the 2022 digitization of the program. Registration typically opens at the start of the school year (September/October).

Eligibility is determined through geographic and social targeting rather than individual application review: a child qualifies if their school is located in an INDH zone, or if they attend a rural primary school or a collège (rural or urban) and their guardian holds a valid RAMED/AMO Tadamon card. Since 2022 reforms, targeting is being cross-checked against a household's score in the Unified Social Registry (RSU); households can contest their RSU score through a complaints mechanism managed by Morocco's National Population and Registers Agency, which can then update their eligibility across all linked social programs, including Tayssir.
