Winter Support (Zymova Pidtrymka) - UAH 1,000 One-Time Payment
Winter Support (Zymova Pidtrymka) is a Ukrainian government cash-assistance package launched on the initiative of President Volodymyr Zelensky and administered by the Cabinet of Ministers together with the Ministry of Digital Transformation's Diia platform. Its centerpiece is a one-time, unconditional payment of UAH 1,000 (roughly $24) to every citizen physically present in Ukraine, including children (claimed by a parent or guardian), meant to help cover basic winter costs like utilities, medicine, food, and books. The payment is funded from the Ukrainian state budget and delivered via a 'National Cashback' prepaid card in the Diia app, or through Ukrposhta post offices for those without the app, including automatic crediting for pensioners and social-benefit recipients. First run in winter 2024-2025 (14.4 million recipients) and repeated for winter 2025-2026 (a record 18 million applicants), the program recurs annually for as long as the war continues, with planning for a 2026-2027 round already underway.

Applicants choose to apply online via the Diia app (from Nov 15, 2025) or in person at an Ukrposhta branch (from Nov 18, 2025); pensioners and social-benefit recipients paid through Ukrposhta receive the UAH 1,000 automatically on their existing payment account. Funds credited via Diia land on a 'National Cashback' card usable only for utilities, medicines, Ukrainian-made goods (excluding excise goods), books, postal services, or charitable/defense donations, and unused funds must be spent by June 30, 2026 or are returned to the budget. Funds received via Ukrposhta had shorter spend windows (initially through late December/January, later extended to end of February 2026 for many recipients). Only one UAH 1,000 payment can be received per citizen per round. The 2025-2026 round processed 14.3 million Diia applications (3.3 million for children) and 1.9 million Ukrposhta applications.

Children are eligible with a parent or guardian submitting the application and a birth certificate. Application Process
- How to apply
Via the Diia mobile app: open Services, select 'Winter Support' (Zymova Pidtrymka/Winter eSupport), review terms, submit an application for yourself or a child (attaching the child's birth certificate), and select the National Cashback card to receive funds; confirmation that the applicant is currently in Ukraine is required. Alternatively, from November 18 through the application deadline, applicants can submit a written application in person at any Ukrposhta branch, or low-mobility individuals can call Ukrposhta's hotline (0 800 300 545) to request a postal worker visit. The application window for the 2025-2026 round ran November 15 - December 24, 2025.
- Selection process
There is no competitive selection - every citizen present in Ukraine who submits a valid application (confirming citizenship, current presence in Ukraine, and that they have not already received the payment that round) is automatically approved and receives the funds, generally within about 10 days of processing. Pensioners and registered social-benefit recipients paid via Ukrposhta are enrolled automatically without a separate application.
