Magnolia Mother's Trust Cohort 3
Magnolia Mother's Trust Cohort 3 was the third round of Springboard To Opportunities' guaranteed income program for extremely low-income Black mothers living in federally subsidized/affordable housing in Jackson, Mississippi. It provided 100 mothers, selected by lottery, with $1,000 per month for 12 months with no strings attached, plus a $1,000 deposit in a 529 college savings account for each of their children. The cohort ran from April 2021 through March 2022, spanning the Delta and Omicron COVID-19 surges. The program was privately funded by philanthropic donors, and its evaluation was funded by the W.K. Springboard To Opportunities conducted a program evaluation of Cohort 3 (April 2021-March 2022), funded by the W.K. Kellogg Foundation, using surveys and interviews with participating mothers to assess impacts on self-efficacy, hopefulness, employment, and child/family well-being. Participation in the evaluation component (interviews/surveys) was offered to mothers alongside optional programmatic offerings; receiving cash payments was not contingent on participating in research.
