Magnolia Mother's Trust Cohort 4
The Magnolia Mother's Trust is a guaranteed income pilot run by the nonprofit Springboard To Opportunities that provides extremely low-income Black mothers living in federally subsidized affordable housing in Jackson, Mississippi with $1,000 a month, no strings attached, for 12 months. Cohort 4, also referred to by Springboard as the '2022-2023 cohort,' began with first payments in May 2022 and ran 12 months through approximately April 2023, matching the seed data's end date. Official Springboard/Social Insights Research evaluation materials report the cohort served 88 mothers (87 completed the full program year), though contemporaneous 2022 press coverage estimated 'about 100' mothers for this cohort. The program is privately/philanthropically funded, and each participating mother's child also received a $1,000 deposit into a 529 college savings account.

Participants received $1,000 per month for 12 consecutive months, usable with no restrictions, beginning with a first payment in May 2022. In addition, each participating mother's child(ren) received a $1,000 deposit into a 529 college savings account. Beyond cash, mothers had access to a community specialist, social worker/crisis support, a community coach, and monthly workshops/community events. Springboard, in partnership with Social Insights Research, published a 2022-2023 Cohort Evaluation Report and Executive Summary on this cohort's outcomes (self-efficacy, financial stress reduction, employment gains, etc.).

Eligible participants were Black mothers with minor children living in extreme poverty in federally subsidized/affordable housing communities served by Springboard To Opportunities in Jackson, Mississippi. Program materials describe an approximate eligible age range of 21-45. Applicants needed to be in good standing with their housing community (i.e., not in the process of eviction). Cohort 4 was selected by lottery from eligible residents of Springboard's partner housing communities.

Springboard To Opportunities partnered with Social Insights Research to conduct a mixed-methods evaluation of the 2022-2023 (4th) cohort, publishing a full Evaluation Report and Executive Summary. All moms in the cohort completed pre- and post-program surveys covering demographics, financial well-being, self-efficacy, and program experience; findings were also folded into Springboard's 2024 cross-cohort 'Holistic Prosperity' white paper.
