Reddito di Cittadinanza (Livorno Municipal Guaranteed Income)
A municipal guaranteed-minimum-income pilot launched by the City of Livorno in February 2016 under Mayor Filippo Nogarin, initially providing EUR 500/month for 6 months to 100 low-income families selected from nearly 1,000 applicants. The program was renewed and restructured in 2017 (EUR 80-220/month for 9 months to 358 of 533 eligible households, funded by a EUR 400,000 budget) and again in 2018 (EUR 200/month for 12 months to 180 beneficiaries, funded by EUR 450,000, partly from increased cemetery fees). Billed locally as one of Italy's first municipal 'reddito di cittadinanza' experiments, it required unemployment, strict income (ISEE) and residency thresholds, and in 2016 a community-service work requirement. No further editions have been publicly documented after 2018, and the program appears to have ended around the time Livorno's administration changed (2019) and Italy's unrelated national means-tested program of the same name launched.

In the original 2016 round, 100 selected households received EUR 500/month for 6 months (EUR 3,000 total per household; EUR 300,000 total municipal budget), conditioned on performing at least 4 hours/week of community/socially-useful work (up to 8 hours/week for cultural, artistic, social, environmental, or training projects). In the 2017 renewal, 358 of 533 eligible households received a monthly amount that varied by household size (EUR 80 for singles, EUR 150 for two-person households, EUR 220 for three-or-more-person households) for 9 months, funded by a EUR 400,000 budget (about a quarter sourced from a national ministerial contribution for refugee assistance). In the 2018 edition, 180 beneficiaries received a flat EUR 200/month for 12 months, funded by a EUR 450,000 budget raised partly via increased cremation/cemetery fees for non-resident deceased.

2016 round: resident of the Municipality of Livorno for at least 5 years, aged 35 up to retirement age, unemployed and registered with the local employment center (Centro per l'Impiego), and household ISEE (equivalent income indicator) not exceeding EUR 6,530. 2017 round: unemployed or never-employed, not receiving other social safety-net benefits or the national Sostegno per l'Inclusione Attiva (SIA) program, household ISEE under EUR 3,000, Italian/EU citizen or non-EU citizen with a valid residence permit, aged 29 to 66 years 7 months, and required to declare immediate availability for work via the employment center and for municipally organized community-benefit projects. Selection in all editions was based on an official ranked eligibility list (graduatoria) published by the municipality, with funding covering only the highest-ranked applicants within the annual budget.

Applications were submitted during a periodic public call for applications ("bando pubblico") issued by the Comune di Livorno's social services office, requiring proof of ISEE, residency, and unemployment status. The program is no longer active and is not currently accepting applications.
