Resolution 42/2020/NQ-CP was a nationwide COVID-19 emergency relief resolution issued by the Government of Vietnam on April 9, 2020, providing direct cash support to people economically affected by the pandemic. Payment amounts and frequency varied by beneficiary category: workers with suspended labor contracts/unpaid leave received VND 1,800,000/month (up to 3 months, monthly); household businesses with revenue under VND 100 million/year that suspended operations received VND 1,000,000/month (up to 3 months); terminated workers ineligible for unemployment benefits and informal/contract-less workers who lost jobs received VND 1,000,000/month (up to 3 months); meritorious-service pensioners and social-protection allowance recipients each received an additional VND 500,000/month for 3 months paid as a single lump sum; poor and near-poor households received VND 250,000/person/month for 3 months, also paid as a lump sum. Recipients eligible under multiple categories received only the single most favorable benefit. Employers who advanced at least 50% of suspended wages could also access separate zero-interest, collateral-free loans from the Vietnam Bank for Social Policies.

Eligibility spanned six distinct groups: (1) employees whose labor contracts were suspended or who took unpaid leave for a month or more because their employer had no revenue to pay wages due to COVID-19; (2) workers whose contracts were terminated but who did not qualify for unemployment insurance, plus informal/contract-less workers who lost their jobs; (3) individual household businesses with annual taxable revenue under VND 100 million that had to suspend operations from April 1, 2020; (4) people with meritorious contributions to the revolution already receiving a monthly preferential allowance; (5) social-protection beneficiaries already receiving a monthly social allowance; and (6) poor and near-poor households per the national poverty line as of December 31, 2019. A person eligible under more than one category could only claim the most favorable single benefit, and volunteers could decline support.

Application Process

How to apply

Support was administered through existing local government and social-insurance channels rather than a public online application. Suspended/unpaid-leave workers were listed by their employers and confirmed through district-level labor authorities and social insurance agencies; terminated and informal workers, poor/near-poor households, meritorious-service pensioners, and social-protection beneficiaries were identified and compiled into lists by commune-level People's Committees using existing poverty and social-allowance registers; household businesses applied for confirmation of suspended operations and revenue status with local authorities. Unemployment-benefit applicants could submit forms and required job-search notices by post, email, or fax instead of in person during the outbreak.

Selection process

Provincial, district, and commune People's Committees, together with Vietnam Social Security, compiled and verified lists of eligible beneficiaries for each of the six categories, cross-checked to prevent double payment (with recipients eligible for more than one policy receiving only the most favorable single benefit), and disbursed the approved lump-sum or monthly payments. The Ministry of Labour, Invalids and Social Affairs coordinated overall implementation and reported progress to the Government on a monthly basis.
