Guaranteed Income for Older Adults is a program of Almost Home, Inc., a Brighton, Colorado nonprofit that provides homeless prevention and housing stability services in Adams, Broomfield, and southern Weld Counties. The program delivers $200 monthly unconditional cash payments for 24 months to low-to-moderate income adults aged 50 and older to help them age in place and avoid housing instability. It is funded through a $400,000, two-year Changing Aging grant from the Next50 Foundation, a private Denver-based foundation focused on aging issues. Optional resource navigation support is also offered to participants.

In August 2021, the City of Evanston and Northwestern University partnered to launch a one-year guaranteed income pilot providing $500 unrestricted monthly cash payments to up to 165 residents, split evenly among three vulnerable groups: young adults 18-24, seniors over 62, and undocumented residents. The $1 million pilot was funded by $700,000 in City American Rescue Plan Act (ARPA) recovery funds and $300,000 from Northwestern's Good Neighbor Racial Equity Fund. It made Evanston the first municipality in Illinois to adopt a guaranteed income program. The City has since continued offering guaranteed income under the same program name in later rounds (e.g., a 2026 round of 102 households) with revised, income-based eligibility that no longer includes an undocumented-residents category.

The Guaranteed Income Pilot Program for Older Adults is a California state-funded guaranteed income pilot overseen by the California Department of Social Services (CDSS), authorized through the Fiscal Year 2024-25 state budget. It is designed to provide unconditional monthly cash payments to at least 200 low-income California residents age 60 and older who are eligible for or receiving a means-tested government benefit. Following a competitive RFA process, CDSS issued a Notice of Intent to Award roughly $4.75 million to GiveDirectly to administer the pilot over an approximately 3.5-year grant period. The pilot is funded entirely with California state government dollars. As of mid-2026, CDSS's own program page and other sources still describe the initiative as being in an "early planning stage," so it is unclear whether disbursements have actually begun.

NCJW|LA's Guaranteed Income Program (GIP) was a micro-pilot providing 12 randomly-selected, female-identifying care professionals (caregivers for the ill, disabled, children, or aging) with $1,000 a month, unconditional, for one year. It aimed to expand the social safety net for low-wage women in the care/healthcare economy who earned an estimated 50-80% of area median income. The pilot was privately/donor-funded and evaluated by the University of Pennsylvania's Center for Guaranteed Income Research (CGIR). It concluded in 2022 and was the first of several guaranteed income pilots later run by NCJW|LA.

GIG A2 was a two-year guaranteed income pilot that provided monthly payments of $528 to 100 Ann Arbor entrepreneurs, gig workers, and self-employed residents with household incomes at or below 225% of the federal poverty line, from January 2024 through December 2025. It was designed, operated, and evaluated by Poverty Solutions at the University of Michigan under contract with the City of Ann Arbor, using a randomized controlled trial design with a comparison group of 100 additional eligible applicants who received only small research-participation stipends. The pilot was funded by $1.6 million of the city's federal ARPA funds plus contributions from the Ann Arbor Area Community Foundation, and payments were distributed via the platform Steady. All monthly payments have concluded; a Year 1 report was released in January 2026 and a final two-year evaluation report is expected by the end of 2026.

The Guaranteed Income Validation Effort (GIVE Gary) was a 12-month guaranteed income pilot administered by the City of Gary, Indiana, providing 125 low-income residents with $500 per month in no-strings-attached cash. Launched in 2021 under Mayor Jerome Prince, it was funded through private/philanthropic support tied to the City's membership in Mayors for a Guaranteed Income (MGI), a national mayoral coalition. GIVE Gary was among the earlier pilots to join the MGI network. Unlike many later MGI-affiliated pilots, GIVE Gary does not appear among the cohort with a published, university-partnered outcomes evaluation. No independent published results report for GIVE Gary could be located during this research pass.

GROW was a 12-month guaranteed income pilot launched in June 2023 by Philadelphia's Office of Community Empowerment and Opportunity (CEO) to study how unrestricted cash affects the economic mobility of Extended-TANF (E-TANF) recipients. Fifty-one E-TANF beneficiaries enrolled in the JEVS Human Services Work Ready program received $500 per month, while a comparison group of roughly 239-250 recipients received $50 per month, for one year. The pilot was funded through public and private/philanthropic sources, with payments distributed by the Fund for Guaranteed Income (F4GI) and research conducted by the University of Wisconsin-Milwaukee, Reinvestment Fund, and Mutual Aid Network. A Pennsylvania Department of Human Services waiver ensured payments were treated as a gift that did not affect participants' other public benefits. The pilot concluded in May 2024, with a final report released in summer 2024.

The Healthy Beginnings Project was Colorado's first guaranteed income pilot focused on maternal well-being, providing $750/month in unconditional cash for 15 months to 20 pregnant individuals in Denver and rural Montezuma/Dolores Counties. It was the first guaranteed income program in the U.S. fully funded by a private company, GoldBug (an infant/children's accessory brand), with implementation by nonprofit Impact Charitable and evaluation led by Income Movement. Participants were recruited through community partners Denver Health and the Piñon Project. Recipients could also earn up to $600 in medical-visit stipends. Evaluation funding for the research was separately provided by Gary Community Ventures.

The Neighbors Trust, a Philadelphia guaranteed income initiative founded by Rona Buchalter in 2025, operates the "Healthy Mama, Healthy Baby" program in partnership with Puentes de Salud, a clinic serving Latine immigrant families. The program provides prenatal patients of Puentes de Salud with 18 months of unrestricted direct cash payments, totaling $8,000 per participant, loaded onto a debit card. Puentes de Salud identifies, enrolls, and provides ongoing support to participants, who are randomly selected from its prenatal patient population as funding allows. The Neighbors Trust raises and channels donor funds through the Philadelphia Foundation (for program payments) and Women's Way (its fiscal sponsor, for operating costs). The initiative is privately/philanthropically funded; no government funding was identified.

A state-run guaranteed basic income pilot administered by the Delaware Division of Public Health and the Delaware Healthy Mother and Infant Consortium (DHMIC), providing 40 low-income pregnant women in high-risk New Castle County ZIP codes with $500 disbursed twice monthly (about $1,000/month) for 24 months via a reloadable Usio debit card. Funded with state Infant Mortality funds and federal ARPA dollars, it aimed to improve birth outcomes and maternal/infant health. Local enrollment and screening were handled by Rose Hill Community Center, with wraparound services (case management, financial coaching, housing and job assistance) and program design/evaluation support from Health Management Associates (HMA). Results announced September 2023 reported a 324% return on investment, strong prenatal care access, and low birth-complication rates.

A one-year guaranteed income pilot launched in 2022 by the Houston Fund for Social Justice and Economic Equity (Houston Equity Fund), in partnership with Mayor Sylvester Turner's office and Mayors for a Guaranteed Income. 110 low-income Houston residents, many from the city's 'Complete Communities' underserved neighborhoods, received $375 per month for 12 months ($4,500 total). The program targeted residents who had experienced homelessness, justice involvement, or health-related barriers to economic stability.

Howard County Government, in partnership with the Community Action Council of Howard County (CAC), launched the Guaranteed Basic Income (GBI) Pilot Program in August 2025, providing 20 families with $1,000 per month in unrestricted cash assistance for 12 months, with an option to extend to 18 months. The program is funded through a nonprofit grant approved in Howard County's FY25 Operating Budget and administered by CAC, which also provides wrap-around services and optional community partner programming. This is the first phase ("Phase One") of the County's GBI initiative; a distinct, redesigned second cohort ("GBI2"/Phase Two) launched July 1, 2026 with a different $500/month plus $500/month matched-savings structure.

HudsonUP is a five-year basic income pilot providing 128 low-income residents of Hudson, NY with $500 unconditional monthly payments, launched in Fall 2020 in three enrollment cohorts (2020, 2021, 2022). It was created by the nonprofit The Spark of Hudson in partnership with the Greater Hudson Promise Neighborhood, the City of Hudson Mayor's Office, and Columbia County Department of Social Services, with funding from Humanity Forward Foundation and other private donors. The Jain Family Institute (JFI), with researchers from Appalachian State University, led a five-year mixed-methods research evaluation. The final disbursements and fifth annual research report concluded in late 2025/early 2026. HudsonUP is affiliated with Mayors for Guaranteed Income and the Guaranteed Income Communities of Practice.

Mongolia

Mongolia's Human Development Fund (HDF), legally established in 2008/2009 and capitalized with mining revenue (including pre-paid Oyu Tolgoi and Tavan Tolgoi royalties), began paying a universal, unconditional monthly cash dividend of MNT 21,000 (about USD 16-17 at contemporary exchange rates) to every citizen in 2010, replacing an earlier annual MNT 120,000 child-only payment. The dividend was funded by mineral revenue and was intended to let all citizens share directly in the mining boom, alongside one-off top-ups such as a MNT 1 million payment to the elderly in 2012. Because disbursements were driven by election promises rather than actual mineral income, the fund ran large deficits, and after the 2012 elections the universal adult payment was discontinued and the system reverted to a child-only cash transfer (the Child Money Program). The HDF's remaining debt (about MNT 1.071 trillion) was later transferred to Mongolia's sovereign Future Heritage Fund, established in 2016 to end resource-to-cash spending in favor of savings.

The Humboldt Income Program is a guaranteed income pilot run by the McKinleyville Family Resource Center that gave $920 a month, no strings attached, to 150 low-income pregnant residents of rural Humboldt County, California for 18 months. It is one of seven sites in California's statewide Guaranteed Income Pilot Program, funded by roughly $2.3-2.4 million from the California Department of Social Services plus about $1.1 million in matching philanthropic funds raised locally. Applicants had to be referred by a partner health or social-service provider, including several tribal and Indigenous-serving health organizations. As a randomized controlled trial, eligible applicants were randomly assigned to receive the full $920 monthly benefit or a $20 monthly control payment, with both groups invited to participate in paid research surveys. The program is evaluated by the Urban Institute and UC Berkeley, with a final report expected in 2026.

I.M.P.A.C.T. (Income Mobility Program for Atlanta Community Transformation) was a guaranteed income pilot launched in January 2022 by then-Mayor Keisha Lance Bottoms through a partnership between the City of Atlanta and the Urban League of Greater Atlanta. The program provided $500 per month in unrestricted cash payments for 12 months to 300 low-income Atlanta residents (275 in an evaluated research cohort and 25 in a non-evaluated Storytelling Cohort). It was funded primarily by $2 million from the City of Atlanta and $500,000 from Mayors for a Guaranteed Income (MGI), a coalition of mayors advocating for guaranteed income policies. Eligible participants were Atlanta residents at least 18 years old with household income at or below 200% of the federal poverty line. The pilot concluded in May 2023, with evaluation findings showing improved financial stability, more parent-child time, and reduced household chaos among recipients.

iFoster, a California-based national nonprofit serving youth in foster care, administers the statewide Guaranteed Income (GI) Pilot Program for young people aging out of extended foster care at 21. It is one of seven pilot sites funded through California's Fiscal Year 2021-22 state budget and overseen by the California Department of Social Services (CDSS). Under a randomized controlled trial, eligible applicants were randomly assigned to a Participant group receiving $750/month for 18 months or a Control group receiving a smaller $20/month research stipend. The program is publicly (state) funded and independently evaluated by the Urban Institute.

The Immigrant Families Recovery Program is a national guaranteed income initiative run by Mission Asset Fund (MAF), a San Francisco-based nonprofit, providing $400 per month for up to 24 months to about 3,000 low-income immigrant families with young children who were excluded from federal COVID-19 relief. Paired with the cash, families can access one-on-one financial coaching, group education, and self-advocacy training. The roughly $30 million program launched in 2022, funded primarily by corporate and philanthropic partners rather than government sources, and includes a research component comparing outcomes against a group of 1,750 families. Enrollment was invitation-only, targeting families who had previously received an MAF Immigrant Families Grant.

In Her Hands is a guaranteed income initiative created by the Georgia Resilience and Opportunity (GRO) Fund, in partnership with GiveDirectly, providing unconditional monthly cash payments to women in historically disinvested Georgia communities. The original cohort (2022-2024) delivered $850/month for 24 months to roughly 650-654 low-income women in Atlanta's Old Fourth Ward, the rural Clay-Randolph-Terrell county cluster, and College Park. It is widely described as the largest guaranteed income pilot in the southeastern United States.

The IndyEast Guaranteed Income Initiative was a pilot guaranteed income program launched in October 2022 by three east Indianapolis community centers - John Boner Neighborhood Centers, Southeast Community Services, and Edna Martin Christian Center - operating collectively as the IndyEast Economic Mobility District. The pilot provided low-income families already enrolled in the centers' case management services with $500 unconditional monthly payments for about 18 months, running through March 2024. It was privately funded through philanthropic partners including Tomberg Family Philanthropies and the Eli Lilly and Company Foundation, coordinated with United Way of Central Indiana. Results from this first cohort informed a much larger second cohort of 125 households launched in 2025 through a new, expanded funding partnership with United Way of Central Indiana.

The IndyEast Guaranteed Income Initiative (IGII) is a guaranteed income program serving Indianapolis's Near Eastside and Martindale-Brightwood neighborhoods, run by the IndyEast Economic Mobility District (John Boner Neighborhood Centers, Southeast Community Services, and Edna Martin Christian Center) with a $2.5 million grant from United Way of Central Indiana's Housing Stability Initiative. It is funded by a gift from philanthropists Judy and Michael Harrington, matched by the Eli Lilly and Company Foundation, plus an anonymous donor, and runs through 2028. Cohort 1 launched in October 2025 with 25 participants receiving $500 a month for 18 months plus coaching; this record (Cohort 2) reflects the larger expansion wave of roughly 100 additional households United Way said would be added in 2026 toward its overall goal of serving 125 households. The initiative builds on an earlier, unrelated-funding 15-family pilot run by the same three centers from 2022-2024.

Ingreso Mínimo Vital (IMV) is Spain's national non-contributory Social Security benefit, created by Real Decreto-ley 20/2020 (in force since 1 June 2020) and later regulated by Ley 19/2021, to prevent poverty and social exclusion for individuals and households lacking sufficient economic resources. It is a means-tested, household-based income floor administered by the INSS, with amounts varying by household composition, income and assets. It is not a universal basic income: eligibility, continuation and amount depend on income/asset verification and household circumstances. As of December 2025 it reached about 799,553 households and 2.44 million people nationwide.

Inland Southern California United Way (ISCUW), a Riverside, CA nonprofit, runs a guaranteed income pilot for Riverside and San Bernardino counties as one of California's seven state-funded GI Pilot Program sites administered by the California Department of Social Services (CDSS). The pilot provides unconditional monthly cash payments to pregnant individuals in Riverside County and to former foster youth aging out of care in Riverside and San Bernardino counties, using a randomized controlled trial (RCT) design with a control group. Funding combines a $5 million CDSS grant with support from Riverside County's Children & Families Commission, the Guaranteed Income Pooled Fund, the James Irvine Foundation, US Bank, and private donors, totaling roughly $10 million. AidKit serves as the digital application and payment platform.

Ithaca Guaranteed Income (IGI) was a randomized-controlled-trial guaranteed income pilot launched in June 2022 by then-Mayor Svante Myrick in partnership with Mayors for a Guaranteed Income (MGI). It was administered locally by the Human Services Coalition of Tompkins County and provided 110 unpaid caregivers in the City of Ithaca with $450 per month for 12 months via a prepaid debit card. The pilot was funded through philanthropic/nonprofit contributions coordinated through the MGI network. The University of Pennsylvania's Center for Guaranteed Income Research (CGIR) designed and conducted the independent evaluation. The pilot concluded in May 2023, and CGIR published a full outcomes report.
